if the ‘stored data’ items are just sitting there not triggering it still causes partial lag – because of the constant check to see if they’re being triggered or have any data within them…. but it causes less lag just sitting there than when it’s being fired on and off.

How do you stop a redstone Torch burnout?
Redstone torches never burn out on their own, but you can turn them off by powering the blocks they’re placed on. If you provide redstone power to the block that the torch is attached to, the torch turns off and no longer functions. When the connected block is no longer powered, the torch turns on again.
How do you activate a lever redstone clock?
